Where do you get it?
The short answer: you can't.
Blizzard made a limited number of copies of the Collector's Edition, and will not make more. They're completely sold out in stores (where it retailed for about $80), though you can still find it on eBay for around $150.
Blizzard also made a CE for the UK, and will likely make them for other markets. It's unknown whether these versions will work on servers in other regions.
Burning Crusade
[Blizzard] intends to offer a Collector's Edition for Burning Crusade. It will contain 2 starter decks, a full-size color rulebook and 3 foil promo cards (which will be released in a future set in non-foil version)from the WoW TCG, as well as other non-annonouced items.
