Inflicts +X damage and reduces the target's movement speed to 50% of normal for 10 seconds.

This is mostly useful in getting away from a bad situation. If you're being attacked by a player and you need to run, hit them with Wing Clip first.
Also, if you're fighting a single hostile mob, and you need to run away, hit it with Wing Clip before you start to run. This will allow you to get some distance on the mob.
Wing clip can trigger weapon procs. As an instant attack, this makes it a convenient way to force a proc on an enemy before running away.
Higher ranks slow the movment speed even more. Rank 3 slows the enemy by 60%

The damage dealt by this ability is pointless, so don't even pay attention to that part of the ability.

[Improved Wing Clip] (Survival Talent): Gives your Wing Clip ability a 7% chance per rank (3 ranks total) to immobilize the target for 5 sec.
