The Hallowed

The title The Hallowed is attainable as of Patch 3.0.1. It is obtained by completing the achievement Hallowed Be thy Name, which can be completed during the Hallow's End by completing the following achievements:

7	Rotten Hallow	Ruin Hallow's End for the Alliance by completing Darkcaller Yanka's quests which involve going to Southshore, [32] ruining the kegs with [30] rotten eggs and tossing [25] stinkbombs into the town.	10
