There isn't a line separating addons and libraries as far as wowwiki is concerned. The line rather concerns whether there's useful and up-to-date info here on the wiki, and whether or not it's just an out-of-date copy of info that really lives somewhere else (i.e. nothing more than a plug for their addon).
