The Spiked Cobalt collection made by blacksmithing is a plate collection based around strength. It's main use is for dps warriors, death knights, and paladins. Tanks of those classes should typically use the Cobalt collection. It is also worth noting that adding Borean Armor Kit to the applicable pieces will help significantly, as this set has no survivability stats beyond it's armor.
It is not a true set, as there is no bonus to wearing more than one piece of it. It is a very good set to use in the early stages of Northrend. Obtaining a set even without blacksmithing should not be a problem, as all the patterns are learned from a trainer, and are used frequently in the process of leveling, and thus can be cheaply obtained from another player. It is on par with many of the items obtained through questing, and provides sufficient stats for doing non-heroic instances and solo questing until better gear is obtained through instances.
The minimum level to use the first piece of this set is 68, with the final piece becoming available at 75. As such, obtaining a set of the cobalt collection at 70 will give you a full set of Northrend armor to quest in with stats that are still relevant to you, as well as giving you the option to queue as both tank and dps, assuming you have the appropriate talent specs, allowing for shorter queue times. This way, you simply replace your cobalt gear for spiked cobalt gear or other dps gear as it becomes available.
