Mage Coefficients

Note: Mage talents change coefficients for Fireball and Frostbolt [1], Improved talents reduce the coefficient by 2% multiplicatively per rank (Coefficient * .9 at 5/5 Improved), and Empowered increase the coefficient additively by 3% per rank for Fireball and 2% per rank for Frostbolt (Coefficient + .15 or Coefficient + .1 at 5/5). When the two are both applied Empowered is added then Improved is multiplied ((Coefficient + .1) * .9 at 5/5 of both)
