Tah Winterhoof is a level 30 NPC located on the Upper Rise in the Tauren city of Thunder Bluff.
Winterhoof Totems
Tah Winterhoof seems to be the proprietor of a store on the Upper Rise named Winterhoof Totems, a tent containing many large Tauren totem weapons such as the one wielded by Cairne Bloodhoof. However you cannot speak to Tah and Tauren totem weapons are not available to players in the game, however the existence of this NPC and his shop may indicate that at some point the idea of racial weapons has come up. Alternatively he might have been included simply for flavor.
