Imperial Manta Ray can be fished from schools in and open water of Borean Tundra, Howling Fjord, and Dragonblight. 380 is needed to cast into these waters, 475 to keep fish from getting away.

haste food [Imperial Manta Steak] which needs one fish and one [Northern Spices] to cook

Both are daily cooking quest recipes, purchased for three [Dalaran Cooking Awards].
