Horn Fragments are actually pieces of 
[Hodir's Horn], which was shattered when Thorim threw his hammer, Krolmir to the earth, creating the Thunderfall.
The character is tasked to collect these pieces from around the Thunderfall during the quest 
[25-30] In Memoriam.
