Harpy Hide Quiver was the second best quiver, second only to the [Ancient Sinew Wrapped Lamina] in original WoW.

Harpy Hide Quiver is sold by Gaelden Hammersmith (for the Alliance) and Grunnda Wolfheart (for the Horde) in Alterac Valley and Thanthaldis Snowgleam (Alliance) and Jekyll Flandring (Horde) in Alterac Mountains.

Harpy Hide Quiver costs 2250 / [Honor] and 10 Alterac Valley Marks of Honor.
