Elementium Bar is made by Miners with a skill level of 300 who have learned the Smelt Elementium ability.

The Smelt Elementium ability is learned by Mind controlling Master Elemental Shaper Krixix in Blackwing Lair then having the controlling priest use the "Smelt elementium" ability on his action bar on all miners (or non miners) in the raid who wish to learn it. He is located by the three Wyrmguards right before you fight Ebonroc and Flamegor.
Smelt Elementium cannot be learned by speaking to Earthcaller Franzahl, but if you have one of the 
[Bindings of the Windseeker], he will give you information on the ore and tell you where to find Master Elemental Shaper Krixix.
Smelt Elementium can infact be casted on and taught to any member of your raid, regardless of whether or not they have the mining profession, and is hard wired into your character. This means that once the ability is learnt it is available to that player if the mining profession is picked up from scratch, or if the player drops their mining profession and picks it up at a later date. Although, the skill will still require 300 mining to use.
