The Destroyer items are sold by Kelara (Aldor) or Veynna Dawnstar (Scryer) in Shattrath City. They are "purchased" with generic epic armor tokens.
The Tier 5 tokens drop inside Serpentshrine Cavern and the Eye (Tempest Keep).
