The components are:
	2x [Thorium Bar]			1x [Dense Blasting Powder]

This could be learned from trainers; or from [Schematic: Thorium Shells], a World Drop mostly reported off of creatures in Scholomance, Stratholme, and Blackrock Spire.

Notes

They could be traded into certain NPCs for Thorium Arrows, the arrow equivalent of these shells:

Alliance: Artilleryman Sheldonore in Ironforge via Arrows Are For Sissies.
Horde: Bounty Hunter Kolark in Orgrimmar via A Fair Trade
