Prior to the release of Patch 1.11 and Naxxramas, Belt of the Fallen Emperor is one of the two highest lvl plate belts in the game, at ilvl 81. It features an excellent mix of stats for paladins, though many feel that it isn't good enough at any one thing, instead catering to being fairly good for everything.
