Balos Jacken is a level 38 quest giver located at Lost Point in the contested territory of Dustwallow Marsh. He is hostile too all factions, but when beaten down to a certain amount of health, he will forfeit.

It should be noted that Balos Jacken wears the same tabard pf that as Lieutenant Benedict's, it could be speculated that Balos and his fellow deserters joined Kul Tiras for saftey reasons, this would also justify why his fellow deserters are still friendly to the Alliance, as they deserter Theramore and not Kul Tiras, while remaining friendly to the Alliance.
