Serrated Blades is a 2 point talent for Subtlety Rogues. It was introduced in Patch 1.10 as a replacement for [Improved Rupture].
Patch changes
Patch 4.0.1 (2010-10-12): Redesigned: Now causes Eviscerate to have a chance per combo point to refresh the duration of Rupture. Moved from tier 3 to tier 6. Reduced from 3 to 2 ranks. - Patch 3.3.3 (2010-03-23): This talent now allows the rogue to ignore up to 3/6/9% of the target's armor, rather than a fixed amount of armor ignored per level of the rogue.
