Abdul the Insane is a level 72 elite human located on a ship at Iskaal in the Howling Fjord.
He went mad after [The Staff of Storm's Fury] was brought on board the ship.
There is an ample amount of information in-game that suggests that Abdul the Insane may in fact be related somehow to the Old God Yogg-Saron - and given the name influences, it is quite possible Abdul is the Old God itself.

Tactics
Although having 100k health, his damage output is low. A Protection Warrior (and possibly other classes) can solo him. As Prot Warr, all you need to do is continuasly use Shockwave, Concussion Blow and Shield Block to minimize lost health.

This NPC may be inspired from H.P. Lovecraft's character, "Mad Arab" Abdul Alhazred.
