Writes the current in-memory key bindings to disk and fires an UPDATE_BINDINGS event when finished. The file it writes to is WTF\Account\ACCOUNTNAME\bindings-cache.wtf.

- ACCOUNT_BINDINGS (1)
- CHARACTER_BINDINGS (2)
