At last the long wait is over and the time to hunt down the renegade humans has come. Scouts report that there is an alliance base in the northlands of Khaz Modan. This base must be destroyed so that the Horde can pursue the cowardly humans. You must establish an outpost near the humans' base to secure the area for the main Horde strikeforce that will follow. This outpost must consist of four farms, a Barracks, and a troll Lumbermill. Only after the area is secure can an attack against the humans be made.

As the name suggests this may be located on or near Tol Barad. Alternatively, it may represent an early production name for Tol Barad (beta information). If the latter is the case, then it would mean the area was renamed before the retail version of the game was released.
However, the location is stated to be in the northlands of Khaz Modan implying that it isn't even on an island, and thus may have nothing to do with Tol Barad except for similar name. The only implication that Horde starts on an island is in the following mission. But that doesn't quite fit the info from this missions briefing.
It should also be noted that the mission objectives and briefing are very similar to the mission objectives and briefing to the Horde mission Zul'dare (WC2 Horde) in the retail game. However, in the retail game the Horde chooses to attack the kingdom of Lordaeron through Zul'Dare rather than through Khaz Modan. In the retail game the Horde does not turn towards Khaz Modan until the second act.
