Tier 10 is the armor set associated with Icecrown Citadel, scheduled to be released in patch 3.3.0.
Details
Each set will consist of five pieces. Separate 'Normal' and 'Heroic' versions of each set exist, sometimes referred to by players as "Tier 10" and "Tier 10.5" respectively.
Normal set pieces will be purchasable using Emblems of Frost. Heroic set pieces, also called "10.5," will be available by using tokens from the 25-man version of Icecrown Citadel to upgrade the normal versions.[1]
