This item is mailed to the character by Minigob Manabonk after being "Manabonked" in the Underbelly of Dalaran.
Notes
Randomly in the Underbelly a character might receive the Manabonked! buff. This turns the character into a sheep, exactly like 
[Polymorph], except that the player is still in control of the character (with certain limitations). It can be released with a right-click or it will wear off after a few seconds.
Afterwards, a letter is placed in the character's mailbox:
From: Minigob Manabonk
Subject: You Got Manabonked!
Hey there name,
Remember when you got sheeped in Dalaran? Yeah, that was me, Minigob Manabonk! I just wanted to send you a letter to let you know who sheeped you. Also, because you were such a good sport about it I'm sending you a wand of my own. Now you can "Manabonk" you're (sic) friends. When you do, tell them "Minigob Manabonk sent you."
The wand will be attached.
