This item is a quest reward from the Sha'tari Skyguard quest [70] Adversarial Blood.

This item is used at Terokk's Rest in the middle of Blackwind Lake to summon Terokk.
The quest to obtain this item is repeatable.
This item can be trade and sold in Auction House.
