Because this server is marked as an English realm, that is what people assume it is. However, the overwhelming number of Russian-speaking players have caused players who speak other languages to become concerned. More and more messages in General chat channels started to be written in cyrillic and more international players started to become annoyed at the fact that this is tolerated by GMs. As things progressed, international players started to migrate, while Russian population was steadily growing.

Right now Stonemaul isn't the best of places for an international player. Most players do not speak English and some of them are strictly against playing in a group with international players. Since communication is a vital part in a game such as World of Warcraft, the gameplay for the remaining international Stonemaul players is pretty much spoiled. Only a few of them have found stength in themselves to adapt, some even started to learn Russian.

The main cause of this situation is neglect of a Russian-speaking community in Europe. As a result the sheer majority of Russian players are completely detached from WoW community as a whole. Players who speak Russian have their own forums, their own resources and rarely use/check the official WoW forums. Moreover, the issue "This is an English realm" started to become laughable to some. Indeed, when there are around a hundred Russian-speaking players in the capital city and two international players, who are asking the majority to speak English... The situation looks as rediculous as asking German players to speak English on a German realm.

As this situation started developing many Russian players decided it is time to turn the issue to Blizzard's attention. A few petitions have been created with suggestions of how this problem can be solved. Many players believe that Stonemaul and Warsong (another "Russian" realm) should be labelled Russian to avoid confusion and stop English-speaking players from joining it. There have been no response from Blizzard yet.

Right now, to this very minute, Stonemaul is still an English realm. You can do your bit by reducing abuse, which has been directed towards international players. By defending the minority you are doing what's right, so do not be afraid. It is impossible to make everyone speak English in General channels, however it is still possible to treat international players with respect. Do your part by being respectful and polite.
