The rep appears to be +250 for all Horde factions for this stage of the quest line at least, spotted with Factionizer's detailed rep gain display. However, they will not award rep past friendly with the exception of either Thunder Bluff, which doesn't make much sense to me, or it's because that is the home faction I spotted this happening on, my tauren hunter on Aman'Thul-US.
