Primal Tiger Leather comes from skinning the Zulian Cubs, Zulian Tigers or the High Priest Thekal in Zul'Gurub. Both tiger types have average chance on dropping it when skinned while the High Priest has a higher chance.
This leather can then be used for crafting the Blood Tiger Breastplate (Rare) or the Blood Tiger Shoulders (Rare).
