Phoenix-fire Band is the second of two rewards for players who complete Quest:Trial of the Naaru: Magtheridon, given by A'dal. The Tempest Key (item that allows entry to The Eye in Tempest Keep) is the first.
Note that as of June 19 2007, the Tempest Key quest-item are no longer required to enter The Eye.[1]
