Raleigh the Devout was a level 30 quest giver located in Southshore in the contested territory of Hillsbrad Foothills. He was an ex-member of the Scarlet Crusade, which he left after witnessing people being tortured because they did not bear the tabard of the Scarlet Crusade. Apparently, Scarlet Crusader Emissary Brother Anton in Desolace believed that Raleigh was still loyal to the cause, and directed loyal Alliance members to him for further service to the Crusade after they proved themselves in combat against Desolace's undead.

The Burning Crusade
Raleigh seven years before World of Warcraft.
A paladin named Raleigh the True can be found in the Town Hall in Southshore conversing with Nathanos Marris in the Old Hillsbrad Foothills instance of the Caverns of Time. The armor is the same (minus the tabard), and both have the same face and beard, though his hairline has receded since then. Why his title changed from True to Devout is unknown.
Cataclysm
Raleigh is nowhere to be seen and was likely killed in the Forsaken plague bombing of Southshore. His quests are now given by Joseph the Awakened in the Scarlet Monastery.
