The [[Thorium Bar]] is available from the Auction House, as are the 3 [[Dream Dust]]s needed to smelt it. It needs an [[Miner]] with at least 250 skill level to do the smelting.

To get the [[Crystal Restore]] you need to have completed 6 of the level 46-61 Un'Goro quest chain that starts with {{quest|Crystals of Power}}. This requires a total of 7 [[Power crystals|Power Crystals]] of each colour (red, blue, yellow, and green) plus an additional 10 of [[Yellow Power Crystal]] and [[Green Power Crystal]]. You may want to collect additional crystals for the other rewards available as they give some useful buffs and usable Level 50+ items such as [[Crystal Charge]] which inflicts 383 to 517 fire damage to targets in a 3 yard radius.

Objectives

Bring an Inv ingot eternium [Enchanted Thorium Bar], 5 Inv misc gem diamond 02 [Crystal Restore], and a Inv potion 25 [Vial of Dire Water] to Aurora Skycaller at Quel'Lithien Lodge, to the north-west of Northpass Tower in Eastern Plaguelands.

I will be able to help you, if recreating the artifact is truly what you wish to do.
