Kwee Q. Peddlefeet
Kwee Q. Peddlefeet is a level 1 quest giver goblin cupid that can be found hanging around capitol city leaders during the Love is in the Air seasonal event. He is the endpoint in the 
[60] Gift Giving (Alliance) or 
[60] Gift Giving (Horde) quests. If a player blows him a kiss using the /kiss command, they will be given the 
[Smitten] buff and gain 200 extra hit points for one hour.
Kwee accepts turn-ins for Alliance Gift Collections and Horde Gift Collections. At the end of the the Love is in the Air seasonal event the capitol city leader with the most gift collections will have Kwee Q. Peddlefeet stay by them and buff players for another week.
Small pet
There is also a small pet version of Kwee, called simply "Peddlefeet", which can be summoned by a [Silver Shafted Arrow] or [Truesilver Shafted Arrow], both obtainable during the Love is in the Air seasonal event. The former is easy to get, as it is available from Gifts and Pledges of either Adoration or Friendship in the capital cities. It allows you to give the Peddlefeet pet to another player, provided they do not already have a small pet out, but are single-use. The truesilver version is far more valuable, as it is a normal small pet item -- BoU, reusable, and summons the pet on yourself. However, it is only available from Gifts/Pledges of Adoration, which can only be obtained once per hour, making them difficult to farm. He's the best option for solo-farming a truesilver arrow or [Lovely Black Dress].
Note: As of 2008 the debuff wears off in real time, not gametime. This greatly increases the odds of being able to pick up additional gifts, especially for those who have multiple characters.
- The game-time debuff seems to wear off twice a day, so take all of your usual characters through before and after work/school/whatever.
- Create a new character.
- Mail 1
10 to the new character. - Run it to its racial capital.
- Grab the money from the mailbox and buy [Love Token]s and [Cologne Bottle] or [Perfume Bottle].
- Get your gift or pledge of Adoration.
- Open it without auto-looting! (Gifts and pledges are not bound, but the arrow is.)
- If you've gotten your arrow or dress, send another 30 to your new character so that the gift/pledge can be mailed to whichever character should have it.
- Delete your new character.
- If you haven't gotten your arrow/dress yet, go back to step one.
This can be repeated as often as you like.
