To complete this, it is needed to defeat the Assembly of Iron with Steelbreaker as the last member alive on Heroic Difficulty. When this is completed Steelbreaker will drop an [Archivum Data Disc] which starts a quest chain. When that chain is completed, you will gain access to the Celestial Planetarium where Algalon the Observer resides.
