Enigma Vestments can be acquired through quests given by Andorgos, Kandrostrasz and Vethsera, who can all be found inside the Temple of Ahn'Qiraj.
The quests require a given reputation with the Brood of Nozdormu, idols and scarabs (which drop from trash mobs in the Temple of Ahn'Qiraj) and a token from a boss in the Temple of Ahn'Qiraj.

Notes
Qiraji Bindings of Dominance drop off Princess Huhuran and Viscidus, the idols drop off creatures in the Temple of Ahn'Qiraj, and the scarabs drop off creatures in both the Temple and Ruins of Ahn'Qiraj. Scarabs can also be obtained from chests.
