The Arathi Basin Runecloth Bandage are found in a  [Arathor Advanced Care Package] for the Alliance, and in  [Defiler's Advanced Care Package] for the Horde. The Alliance gets these Package from the quest  [70] Arathor Advanced Care Package which starts at Samuel Hawke in Refuge Point in the Arathi Highlands. The Horde gets the Package from the quest  [70] Defiler's Advanced Care Package which starts at Rutherford Twing in Hammerfall in the Arathi Highlands. The Quests have no objective and can directly be completed. You need to be level 60 and have a friendly reputation with The League of Arathor/The Defilers.
