The dark powers of the Abyssal Council (subdivided into the Abyssal Council and the Abyssal High Council) control the Twilight's Hammer cult through the arcane wind stones dotted amongst the Twilight camps of Silithus. Only the middle-ranked leaders of the Twilight's Hammer are allowed to commune through the wind stones with the Council, while the High Council may only be approached by Lords of the Twilight Council. The Twilight's Hammer cultists perform rituals to summon the powerful elemental nobles and to receive orders from these elementals.[1]
The members of the Abyssal Council are divided into three ranks: Templars, Dukes, and Lords.
